Tim’s legal practice has emphasized water rights, water rights title, water quality and real property. Tim also has experience with state and federal environmental laws and regulations, including the National Environmental Policy Act, the Clean Water Act, and the Federal Land Policy and Management Act. He has litigated cases in Colorado courts, including the Colorado Water Courts, before the Colorado Ground Water Commission, and has prosecuted appeals and arguments before the Colorado Supreme Court and the Court of Appeals. Tim’s clients include municipal water suppliers and water project developers, as well as individual farmers and ditch and reservoir companies. He has assisted those clients in acquiring water rights, has litigated to protect water rights from contrary claims and potential water quality impairment, and has investigated and rendered opinions regarding title to water rights. He has also represented clients in stream and reservoir water quality standard settings proceedings, and in state discharge permit processes. His administrative agency practice includes rulemaking and adjudicatory hearings before the Colorado Ground Water Commission, the Colorado Water Quality Control Commission, the Colorado Water Quality Control Division and the Colorado State Engineer.
